The first recipient to receive a donation from the Surviving Winter Appeal, coordinated locally by Devon Community Foundation, has been chosen from Plymouth. The campaign, which was launched across the UK last month, is asking people who can afford to forgo their Winter Fuel Allowance to donate it to help the hundreds of vulnerable and elderly people affected by fuel poverty in Devon this winter....
